Zanesville's sewer problems are once again raising a stink. This time over a meeting that went on behind closed doors. On Monday night when City Council discussed the first ever ordiance aimed at solving the city and Muskingum Counties sewage problems, they went into executive session. A move that the city Law Director says was close to the law, but admits that it wasn't right. The discussion surrounded the bargaining terms on the proposed sewage upgrade, and the city didn't want the county to know their position. City Law Director Scott Hillis said that Mayor Fenton has agreed to draft a new ordinance and he thinks that the City Council will also approve.
