County Engineer Will Not Be Charged

Muskingum County Engineer Doug Davis – also investigated by Muskingum County Special Prosecutor William Owen – will not be charged with doing private work while in public office.

Owens – in a report made public today stated that Davis did conduct private work while being a full-time engineer.

Owens says the Ohio Revised Code states “if a county engineer elects to serve full-time as a public office holder rather than part-time, may for a period of six months after taking office, engage in the private practice of engineering or surveying for purpose of conducting the affairs of private practice”.

But, the code does not list a penalty and therefore Davis committed no crime. Owens added that anyone who wishes could file a civil complaint asking that Davis be removed from office.

Owens did state in his report that Davis’ attorney says his client completed one job outside the six month period, for which he was paid 400 dollars.
