City Council 1/11

City Council is taking steps to finalize its 2010 budget.

At tonight's meeting an ordinance was introduced that would give authorization to create a furlough system for city employees. However the ordinance does not authorize furloughs, that is a decision made by Mayor Zwelling.

The ordinance moved to a second reading.

A hearing is scheduled for January 25 to discuss the budget and potential problems and solutions.

"As expected, I heard from all three unions, saying they would not agree to 13 days of furloughs," said Mayor Zwelling. "Council indicated they're might be less; they're might be none. We have to have budget meetings and find out how many furlough days, if any."

Currently, there is about $500,000 in a contingency fund which may be used to compensate for furloughs. This money originated from the fire department's budget.

Mayor Zwelling says due to overtime issues within the department, he is now meeting with the fire chief on a regular basis.

"I will meet with the safety director and the fire chief weekly, as i have done with the police chief and Mr. Brandford since the police had some issues a few years ago," he said. "It's worked out well. I had a very fruitful meeting with the fire chief and mr. Brandford."

Also at council tonight, an ordinance was passed authorizing contracts for the transient docks at Zane Landing Park, portable toilets for the city parks and the purchase of public service vehicles.

An ordinance passed to allowing Community Development to apply for a grant for the New Horizons Fair Housing Assistance Program.

And and ordinance was passed cutting the subsidy for the Southeast Area Transit from $160,000 to $80,000 and the subsidy from $15,000 to $75,000 for the Muskingum Economic Opportunity Action Group.
