Perry County Sheriff Responds to Deputy Shooting

A Perry County Sheriff's Sergeant is on paid administrative leave after shooting a man in Junction City Monday night.

The victim, 27-year-old, Dustin Dugan is in critical condition at the Wexner Medical Center in Columbus. Dugan was the subject of an investigation into possible stolen property. Perry County Sheriff Randy Barker said Sergeant Kevin Starrett opened fired when Dugan tried to flee from law enforcement in a vehicle.

"The circumstances there of the particular suspect, we had anticipated, that his flight, that his fleeing may be critical at that incident, and we were prepared there to tactically set up and try to avoid that escape," said Sheriff Barker.

Sergeant Starrett shot multiple times through the windshield of the vehicle. A New Lexington police officer was also at the scene. Sheriff Barker said the Ohio Bureau of Criminal Investigation will look further into the case.

"Once BCI concludes their investigation, and once they've sat down and discussed the findings of their investigation with our county prosecutor, that we'll prepare some type of formal release, of what our plans are, of what our intentions are, if that case is going to go and be presented to a grand jury. "

Sheriff Barker said no action will be taken until the investigation is complete.


 

 

 

 

 

 

A man shot by a Perry County Sheriff’s Deputy is in critical condition Tuesday. 27-year-old Dustin Dugan was transferred from Grant Hospital in Columbus to the Wexner Medical Center at Ohio State University. Perry County Sheriff Randy Baker says the shooting, by  Sgt. Kevin Starrett, happened in Junction City, in the area of East Poplar Street. Dugan was the object of an investigation into possible stolen property and while trying to flee with another man in a vehicle was shot. Sgt. Starrett apparently shot multiple times through the windshield of the vehicle Dugan was inside. A New Lexington Police Officer was also part of the investigation. Sheriff Barker says the Ohio Bureau of Criminal Investigation is investigating the circumstances of the shooting. The Sheriff has placed Deputy Starrett on paid administrative leave while an investigation proceeds.
