LONDON (AP) — Both of the suspects accused of butchering a British soldier during broad daylight on a London street had long been on the radar of Britain's domestic spy agency, though investigators say it would have been nearly impossible to predict that the men were on the verge of a brutal killing.

Still, counter-terrorism officials said they are reviewing what — if any — lessons can be gleaned from the information they had leading up to the slaying Wednesday.

BEIRUT (AP) — Syria's government has agreed to attend a U.S.-Russian-brokered peace conference, according to Moscow. While this development might seem at first glance to be a step toward ending the civil war, strong skepticism persists on both sides.

Doubting that Damascus is serious and may be stalling while government forces make battlefield gains, the Syrian opposition has demanded guarantees that President Bashar Assad's departure top the agenda; Russia questioned whether the fragmented opposition is capable of negotiating with one voice.


NKorean envoy delivers letter to China's president

BEIJING (AP) — A top North Korean envoy has delivered a letter from leader Kim Jong Un to Chinese President Xi Jinping and told him Pyongyang would take steps to rejoin stalled nuclear disarmament talks, in an apparent victory for Beijing's efforts to coax its unruly ally into lowering tensions.

North Korean Vice Marshal Choe Ryong Hae's three-day visit was seen as a fence-mending mission after Pyongyang angered Beijing with recent snubs and moves to develop its nuclear program. Choe returned to North Korea late Friday.


Runways reopen after emergency at Heathrow Airport

LONDON (AP) — A British Airways jet made an emergency landing at London's Heathrow Airport Friday after developing a technical problem after takeoff. TV footage showed smoke streaming from one of the engines.

Airport officials briefly closed both runways at Europe's busiest airport, causing delays. They later resumed operation, but passengers were advised to check their flight status.

British Airways said it was canceling short-haul flights in and out of Heathrow until 4 p.m. (11 a.m. EDT) so that it could "stabilize our schedule."

MOSCOW (AP) — A powerful earthquake in Russia's Far East sent out tremors that were felt for thousands of miles.

The shaking was even felt in Moscow, 4,400 miles from the epicenter, prompting some people to evacuate from buildings across the city. Tremors are extremely rare in Moscow, the last recorded instance was in the 1977.


Czech police say US suspect in 4 murders arrested

PRAGUE (AP) — An American man accused of killing a family of four in the Czech Republic has been arrested in the United States, police said Friday.

Leos Trzil, regional police chief in Brno, said Kevin Dahlgren was arrested after the Czechs issued an international warrant.

Dahlgren was arrested by FBI agents at Washington Dulles International Airport, about 26 miles (40kms) west of Washington, said FBI spokeswoman Lindsay Godwin.

ANKARA, Turkey (AP) — Turkey's parliament has passed legislation to ban all advertising of alcohol and tighten restrictions on sales in the mainly Muslim but secular country.

The legislation, adopted on Friday, bans the sale of alcoholic drinks between 10 p.m. and 6 a.m. It also prohibits alcohol sales anywhere close to mosques and educational centers.

The law bars drink companies from promoting their brands and forces the blurring of images of alcoholic drinks on television.
