Zanesville City Council is moving forward with a piece of legislation that targets properties that are both vacant and abandoned.

Councilmembers approved a first reading of the ordinance, with some saying these structures are beginning to plague parts of the city.

"That really does damage property values. It damages the will of people to revitalize their own neighborhood and sometimes even stay in the neighborhood, " says Councilman Mark Baker.
