A police report indicates that 16-year-old Marissa Phanhthourath was unaware that her 10-year-old brother was hiding in front of her car. It shows when she went to pull out of a Kidsville parking space that she ran over the boy with the front and back tires at five miles-per-hour, before pinning the child under the car.
