Local Emergency Management Agencies are in place in 88 counties in Ohio. They each have a director and are designed to respond to disasters. But now a change being considered at the Statehouse may put the control of the agency under the Sheriff. Some county's have already made the change and It's not sitting well with some people.

A lightning strike is being blamed for a massive barn fire in Guernsey County Tuesday afternoon.
 

It happened just before 1 p.m. near U.S. 22 and State Route 800.
 

Antrim Volunteer Fire Chief Donald Warnock says his department along with three other nearby departments responded to the fire.
 

He says when crews arrived on the scene they realized that they could not get their tankers near where the barn was located.
