A Zanesville man convicted in the murder of a 5-year-old area girl will stay in prison.

Whiz News has learned that Billy Joe Shafer has been denied parole in the aggravated murder of Sara West. The Ohio Parole Board held a hearing for Shafer Thursday.

Board Spokeswoman JoEllen Smith says Shafer was denied parole and will have to wait until 2020 to have another hearing.

A convicted child murderer is appearing before the parole board Thursday. Now his victim's family is anxiously waiting to learn his fate.

The mother of a murdered child is using the Internet to keep her daughter's killer behind bars.

Sara West was brutality sexually assaulted, tortured and murdered by Billy Shafer in 1993. Now Tracy Hickman, Sara's mother, is using the website BlockParole.com to help send a message to the parole board. Billy is set to go up for parole in early February. A Muskingum County teenager convicted of murder nearly two decades ago will soon be up for parole, but the victim's grandmother is making it her duty to keep him behind bars.

On Feburary 14th, 1993, Sara West, 5, was brutally raped, tortured and murdered by her babysitter Billy Joe Shafer, 16. He was found guilty of aggravated murder.
