Building Inspections Under Debate

The issue of who does building inspections in Muskingum County could be decided Monday night. Before Zanesville City Council meets the Mid-East Building Department met with Muskingum County Commissioners to review a counter proposal made by the city.

Through contract – Inspection Services on commercial products within the City of Zanesville and currently completed by the Mid-East Building Department. In an attempt to save revenue the city has requested city employees manage the position. Mid-East Building Department Interim Building Official Larry Richcreek hopes the relationship between Mid-East and Muskingum County will remain stable but said he will manage any change.

"Not with out pain in the Mid East Building Department," expressed Richcreek. "When one loses revenue one has to reduce expenses."

In recent weeks a negotiation session was held by City and County officials where each presented offers in an attempt to keep the inspection services under contract with the Mid-East Ohio Building Department. County Commissioners pushed to see the contract was kept – only with the exception that the city would manage commercial inspections. Revenue would then be split 60-40 in favor of Mid-East. In response the city has requested a 50-50 negotiation. A reading is expected at City Council Monday night.

"I can’t put words into the commissioners mouth but I believe they are leaning towards reiterating our 60%- 40% proposal that we gave to City Council," said Richcreek.

If an agreement is not reached the measure will be tabled for a third time.
