Several cities are striving to maintain charm in their downtown areas despite fires that have destroyed or damaged historical buildings. In Newark, an apartment building for senior citizens opened in 1997, replaceing four buildings gutted three years earlier by a blaze. Newark is applying to have its downtown area named a National register Historic District, which could qualify building owners for a 20 percent investment-tax credit.
