Police in Newark say they have solved the case of the late-night litterer. But it took a stakeout to do it after frustrated downtown merchants complained to the Mayor. Cops waiting near an alley nabbed 65-year-old Jerold West as he dumped waste paper. West admitted he's been spending part of his retirement clipping newspaper, magazines and junk mail and regularly dumping them in the alley. West told officials that he littered for thrills. Police Sergeant Brian Webster said officers on Monday observed West making a pass driving his car through the alley throwing out stuff, then turning and making a second pass. He faces misdemeanor charges. Local storeowners said the paper slinginghas been going on for four years. They say they've swept up tens of thousands of pieces of paper.
