Police in Newark say they have solved the case of the late-night litterer. But it took a stakeout to do it after frustrated downtown merchants complained tot he mayor. Cops waiting near an alley nabbed 65-year-old Jerold West as he dumped waste paper. West admitted he’s been spending part of his retirement clipping newspapers, magazines and junk mail and dumping them in the alley. West told officials that he littered for thrills. Local storeowners said the paper slinging has been going on for four years. They say they’ve swept up tens of thousand of pieces of paper.
