Police in Athens say at least 47 people were arrested late Saturday and early today at the Annual Halloween Celebration that draws thousands of people to Ohio University and the downtown area. Police Chief Rick Mayer says he doesn't have a final tally of arrests, but indications are that it will be smaller than last year's total 26, which was the smallest number since at least 1990. There were 171 arrest in 1999. Mayer says the crowd appeared to be larger than it had been in the last several years, but was fairly laid-back, with the biggest problem involving incidents of exposure. He says the crowd peaked between 10:30PM and midnight, when bands stopped playing. It steadily thinned out from that point until 3AM, when police cleared the streets of those who remained.
