The court-appointed mediator working on a deal to end Ohio's decade-old school funding lawsuit told the Ohio Supreme Court today negotiations have failed. Madison, Wisconsin, lawyer Howard Bellman gave Chief Justice Thomas Moyer a three-sentence report. It says the parties worked hard and have been cooperative but that no agreement was reached. Bellman thanked the court for his appointment and apologized for not being able to produce a settlement. The court had ordered the talks to try to settle the lawsuit filed in 1991 in Perry county by The Coalition For Equity And Adequacy Of School Funding. The coalition argues Ohio's school funding system favors rich districts over poor ones. The failure to settle the lawsuit means the issue of whether the state's school-funding plan is constitutional is again before the Ohio Supreme Court.
