A juvenile detention facility that will serve eight area counties opened on Monday after budget problems casued it to be vacant for a year. The Perry-Multi County Juvenile Facility in New Lexington was finished last spring but couldn't open becasue of budget shortfalls at the state department of youth services. The 20-bed facility will serve youths ages 12 to 18 from Muskingum, Perry, Coshocton, Fairfield, Delaware, Licking, Morgan and Knox counties. Perry county juvenile Judge Luann Cooperrider says the center is geared toward rehabilitation. It includes an in-house substance abuse treatment program.
