Zanesville Mayor Jack Fenton delivered his State of the City Address at the City Council meeting Monday night. In his speech, Fenton stressed the growth and development of the city this past year. Despite a state-wide budget problem, Zanesville ended 2002 with a balanced budget. The city also had sufficient funds to aid the law enforcement agencies in equipment upgrades. "We spent $6.6 million in improvements, we bought the fire department $100,000 in breathing equipment, and four new police cruisers," Fenton said. Fenton attributes the city's progress to the many government employees who worked for the betterment of Zanesville. Fenton is up for re-election in the fall. He will face the winner of the May primary between Dave Joseph and Rick Lavy.
