The president of Zanesville City Council is under investigation. Joanne Winland is being investigated for possibly stealing money from her former place of employment. According to Zanesville police chief Eric Lambes, a complaint was filed by Kathy Casner. Casner is the former president of the Board of Universal Credit Consulting. In the police report, it states that an investigation disclosed that money was removed from the business between January, 1999 and September, 2002. WHIZ news talked with Winland, who is currently in Dallas, Texas helping her sister, who is undergoing heart surgery. Winland says she did not steal any money and that it is a vendetta by the board of directors against her. She added that she has not yet seen the report filed with police and that she is suing the Universal board. Winland also plans another suit for slander and wrongful termination. Therefore, since Winland is a possible suspect, who happens to be president of Zanesville City Council, the Cambridge Police Department is handling the investigation.
