Zanesville's Council President Speaks Out

The President of Zanesville City Council speaks out about allegations of grand theft. Monday afternoon Joanne Winland called a news conference to talk about the investigation into her days as the head of the Universal Credit Consulting Service. Winland maintains the problem is a mismanagement issue, not one of money. Last Thursday the Zanesville Police Department announced an investigation of internal thefts at the UCCS is downtown Zanesville, Winland’s former employer. The accusations stem from a state audit’s report, which show balance discrepancies in 2001 and 2002. Three weeks ago, Winland says she appealed the accusations. Her appeal is in the civil court system. As for the grand theft accusations, Winland questions the timing and manner to which the accusations were brought to the public. Zanesville Police Chief Eric Lambes says the Cambridge Police Department is investigating the matter.
