After two years of fighting to take a lieutenant’s test, the results are in. Zanesville Police Officers Mike Norris and Rick Owen have been fighting for two years to take the promotional test. The battle began in 2000, when the department posted a test for the lieutenant’s position. Eligible candidates were supposed to take both the written exam and an assessment, but because Norris and Owen arrived to the exam late they were disqualified. The two then filed a lawsuit against the city. The court ruled in their favor saying they could take the test. The catch was that they would have to score as high or higher than Lt. Sucui. According to the city’s Law Director Scott Hillis, if they scored high enough, the two would receive the same benefits as if they had been promoted. The two took the test on April 4th and did not score as high as Lt. Sucui.
