A psychiatric facility escapee is one of 20 patients whom have some minor freedoms at the center. James Johnson Jr. was captured Wednesday in Suburban Westerville, after he ran off during the viewing of the Columbus fireworks display on July third. Some of the inmates at the Twin Valley Behavioral Health Care Center are allowed to walk the grounds with an escort or even leave the hospital for a short time unescorted. Johnson is charged with killing his grandfather and wounding an uncle in 1996. He has been ruled incompetent to stand trial, and has been in the hospital since 1997.
