The state Chamber of Commerce said it is opposing the governor's tax code overhaul.

The state chamber said that Governor John Kasich's tax plan shifts the tax burden onto employees with sales taxes on virtually all business and professional services.

"I think what people can't figure out is are they going to be paying more or less with this plan," explained Zanesville-Muskingum County Chamber of Commerce President Tom Poorman. "The total tax rate will come down, but additional services would be taxed so people are trying to say what is the net affect on me."

The local chamber said they're studying the issue and haven't decided to support or oppose legislation.

"We have heard from some local businesses in some of those newly taxed areas or what would be newly taxed if the budget is approved and they are concerned too. They don't want to see what they do taxed.

Kasich said his reforms bring fairness and equity to an outdated tax code.
