An ordinance allowing a moral claim for Rob Guentter was defeated by the Zanesville City Council Monday night.

The final vote was four in favor, three against, and two abstained. The ordinance needed five yes votes for passage. Zanesville City Council approved the second reading of a moral claim against the city by a grant writer hired by former Mayor Howard Zwelling.

Last year, RFG Associates completed a federal grant application to obtain a new fire truck and equipment for the city.

Those grants were signed by Mayor Zwelling last August.

Councilman David Tarbert said that although RFG Associates did the work, the former Mayor did not follow procedure to get Council approval.

Although the city's budget is tight, there may be one last chance to have pothole damage paid for by the city.

The process is called a "moral claim." If after you have filed a regular claim with the city that was not paid, you can approach a council member for this other route.
