The Muskingum County Commissioners plan to appeal the state's decision to deny the certification of patient beds at the Muskingum County Home.

Commissioner Brian Hill says they realized they couldn't have 100 beds, or patients, in the building, so they didn't ask for that, but they did expect to get the planned 72.  Instead, their request was denied because when the application was filed, there wasn't a permanent state budget in place.

"A male voice basically saying that there was a bomb on the premises, that it was going to go off," said Muskingum County Sheriff Matt Lutz.

Lutz says the call came in around 12:20 p.m. He says the caller specified the bomb would go off at approximately 12:40.
