Lynn Marlatt pleads guilty to theft of village funds

ZANESVILLE, Ohio – The former fiscal officer of New Concord has pleaded guilty to the theft of village funds. Lynn Marlatt has pleaded guilty to theft in office, telecommunications fraud, and tampering with records, which are two second-degree felonies and a third-degree felony, respectively.

As part of the plea agreement, she will have to pay restitution for more than $475,000 to the village of New Concord and more than $16,000 to the Ohio Auditor of State. Marlatt’s sentencing in the case has not been scheduled at this time.

Marlatt served as the village of New Concord’s fiscal officer from 2012 until 2023 when she was terminated and Ohio’s Auditor of State announced an investigation. According to a press release by the auditors office, the investigation started after a local bank contacted village officials about suspicious activity involving a dormant village bank account.
