Level 3 is the highest emergency level and means all roadways are closed to non-emergency personnel. There are exceptions to this rule for people whose employers find them essential, like hospital employees who need to get to work.

Level 2: 

Morgan

Perry

Coshocton

Noble

A level 2 means that roadways are hazardous with blowing or drifting snow. Roadways may also be icy. Only those that feel it necessary to drive should do so. You should contact your employer to see if you should report to work.
