Two Indicted on Drug Charges in Perry County

The Perry Counts Sheriff’s Office reports that two people have been indicted on drug charges.

On December 22, 2015, the Perry County Grand Jury indicted 40-year-old old Arthur “Frog” Mauller of Crooksville on four counts of Aggravated Trafficking in Drugs, all fourth degree felonies, and one count of Engaging in a Pattern of Corrupt Activity, a second degree felony.

The indictments stem from an investigation conducted by agents with the Central Ohio Drug Enforcement Task Force in the fall of 2015. Mauller is accused of selling prescription drugs to undercover detectives on four separate occasions while using his auto repair business “Frog’s Auto & Tire Repair” as a ‘front’ to facilitate the drug trafficking operation.

Mauller was found to have received prescription drugs in exchange for work he performed on vehicles, and the sheriff’s office said any monetary proceeds that were earned through the business were used to purchase more drugs.

Mauller was arrested on October 30, 2015 after CODE Task Force Agents and Perry County Sheriff’s Deputies executed a search warrant at his repair shop on Ceramic Road in Crooksville. At the time of his arrest, Mauller was found to be in possession of more prescription drugs that he possessed for later distribution. Detective also seized currency, motor vehicles and tools from the shop.

If convicted on all counts, Mauller faces up to 14 years in prison. Mauller remains in the Southeast Ohio Regional Jail.

Also indicted was 35-year-old old Cynthia L. Koon-Stanley of Corning on one count of Aggravated Trafficking in Drugs, a felony of the fourth degree with a school specification and one count of Illegal Conveyance of Drugs into a Detention Facility, a felony of the third degree.

Koon-Stanley is accused of attempting to pass her prescription drugs to her husband who was incarcerated and awaiting a court hearing in the Perry County Common Pleas Court on November 12, 2015.  The sheriff’s office said Koon-Stanley taped the prescription drugs to a railing inside an elevator within the Perry County Courthouse for her husband to retrieve while being escorted to court. Deputies who were escorting the inmate from court located the pills on the floor inside the elevator after they became dislodged from the railing. Through their investigation, detectives were able to prove that Koon-Stanley had placed these pills in the elevator minutes before.

If convicted on all counts, Koon-Stanley faces up to 4.5  years in prison. She remains in the Southeast Ohio Regional Jail.
